Abstract
The competence, safety awareness, and environmental responsibility of seafarers are central to effective and sustainable maritime operations. The International Convention on Standards of Training, Certification, and Watchkeeping for Seafarers (STCW) provides a global framework for seafarer training, certification, and watchkeeping, ensuring consistent standards across nations.
Since its adoption in 1978, the STCW Convention has undergone significant amendments to address emerging technological, operational, and environmental challenges. This study examines the evolution of the STCW framework, the role of flag and port States in enforcing compliance, and the importance of structured, competence-based training for officers and senior shipboard personnel. It also explores contemporary challenges, including the integration of digital technologies, artificial intelligence, and environmental protection, highlighting gaps between regulatory standards and practical implementation. The research emphasizes the need for continuous professional development, enhanced onboard training, and the promotion of critical thinking and environmental awareness to ensure seafarers remain capable of maintaining maritime safety, operational efficiency, and sustainable governance in a rapidly changing global shipping environment.
